The Introduction to The Torah

According to some Rabbanim, The Torah should have started with the commandments to be an instruction manual. Why does it start with the Story of Creation?

Why does it spend time talking about the origin of the Jewish people, and their relationship with G-d?

Because people need to understand that Hashem created the World and saw it fit to select the Jewish people to keep His Torah in the Land of Israel.
